My short answer is yes. Every Palestinian Arab who wants to emigrate to Israel should be allowed to do that. But my answer goes further than that...
I believe in free human movement through public spaces. That means that any human should be able to go and live anywhere they want, so long as they can afford to get there and support themselves. This means not only Palestinian Arabs, but everyone else too.
I also believe that all immigrants should have their rights respected.
But some people think voting is also a right. I do not. Voting is a power, not a right. It is a power that if often used to transgress against human rights. Thus, I do NOT support the idea of making everyone a citizen wherever they happen to reside. Citizen should only be granted to residents who would use their vote to defend rather than transgress human rights.
These are idealist positions of course. If they were strictly applied I readily admit that even most Americans would LOSE the power to vote, because they mainly use that power to impose their personal preferences on other people, against their will.
