I think your answer covers part of the problem, but not the primary factor. With a puzzle you know for certain that there are combinations there to be found, probably involving checkmate. You do not know this when you are looking at the board in a game. How much time should you take off of your clock looking for tactics that may not be there. You then have to fall back on other skills, as you decide in your article.
